Read the following guide about how to get a lvl 212 hero:

One thing to remember is that a hero can only reach a level that is (Level of great hall) X 20
So with a great hall of level 5, the hero can only reach level 5 X 20 = 100.
Another thing to remember is that your hero can actually reach level 212. Read the above article for more info on how to reach level 212.
The highest level a hero can get is 215, but a level 215 can only be won, you can never train a hero to reach level 215.
What are heroes used for?
- The higher lvl your hero has, the stronger your attacks will be
- You can assign heroes for different tasks. Do that in the Great Hall.
I normally keep my highest hero on Production, or training, depending on if I need to defend my city or not. (Defending your city means that you go into the keep and unhide your troops. Anyway, no one can ever take your city away from you. They can only steal rss above the protection limit, and your gold, and if you have relics, those can be stolen).
Lastly, you should know that your heroes can never ever whatsoever die. They are immortal. Even those small and fragile hobbits don't die. Just like in the books or the movies, they always manage to survive, some way or another. They have like countless of lifes

Production: Needs to be assigned all time in order to have effect
Training: Assign if you will train troops, or defend your city. For troops training, the effect only take place if you assign the hero before the training starts. When you have started the training, you can unassign the hero. The troops that will undergo training will still have the effect.
Research: Just like training, assign before the research starts. Then you can unassign the hero.
Construction: Just like training or research, assign the hero before you start the building, then you can unassign.
